Brief

Ibis was involved with the project from the early conceptual design stages, initially assisting the developer (Hutchinson-Whampoa) in procuring an affordable housing partner (Clarion Housing Group) and then assisting with the pre-contract negotiations, detailed cost analysis of the scheme, and ensuring that the developer’s procurement of a main contractor adequately included the requirements of Clarion. As Employer’s Agent for Clarion group we have been responsible for clerk or works, Contract Administration and the quantity surveying services.

Ibis acted as Employer’s Agent for Clarion in the delivery of 112 affordable rent and discount market sale units during Phase 1 of the redevelopment which ran from July 2017 to December 2019. The 112 affordable apartments were constructed using a piled substructure and an in-situ concrete superstructure, with 3 cores over 5 floors and a combined floor area of 7,500m2.

As Employer’s Agent for Clarion group we have been responsible for clerk or works, Contract Administration and the quantity surveying services.

The entire scheme (Phase 1, and Phase 2 which is currently ongoing) is valued at £62m and has been procured using a Sale & Development Agreement.

This project is an example of our ability to undertake the role of Contract Administrator/ Quantity Surveyor on large scale developments. The project demonstrates our ability to complete valuation and measurement on large scale projects with complicated services and structural designs.

For Clarion at Lots Road, since the design’s creation in 2007, legal as well as planning constraints changed. Code for Sustainable Homes (CfSH), was once mandatory, as well as minimum requirements for commercial space, like a GP Surgery. We supported Clarion to establish their preferred outcomes and agreed to keep CfSH for sustainability outcomes but negotiated with the Developer to omit the GP Surgery, releasing the ground floor unit earlier for residential occupation.
